Why would Oxwall be charging $40.00 for the script to import members from Ning? (Something that will only be used once)

I would think that this script would be made available at no charge as a way to get people to use OXwall.

I have to agree with the charging of certain plugins.
$20 for forum and considering phpbb3 is way more advanced and free I feel is a bit much.

But then, the rest is free, it is opensource... The guys need to earn beermoney somehow!

It could be a simple SQL script used to add users into the dbase but again, you need to examine it and make sure you get it right. Hence why you need to pay for someone who has already done the work.

Oh well...
