I searched and I went through documentation (most relevant was developer's???) but couldn't find anything that answered the simple question- how can I add several static pages to my site. An "About the city" and "Restaurants in the City" pages which will never change.

James, try loging in to your admin panel>>Pages and Menus>> click 'Add Item' either on Main or Bottom menu.
