I would like to know how we can make it so that all users start out friends so that users aren't just sitting there by themselves posting to only themselves and admin?

There is this plugin. I can't say if it still works well, or not, and the dev has been gone for a while. Just a word of caution. Unless your server has a lot of available resources having a large number of friends can really affect site performance since the info, and feeds from all of them will try to load. This is an issue that I have seen many times in threads here.
