can you use the cron job tab in cpanel to set the cron for oxwall or do you need to put it in the ow_cron ?

you need to set up the cron in cpanel to run the cron file in Oxwall

but does the cron job need to be placed in the cron file? Typed in?

there is a cron job file that comes with oxwall,the mods you add that need cron job seem to add to the cron in db .Once you set the cron job to run every min in cpanel it will run all cron jobs at the same time

Yes I did, but it's not very clear. It mentions cPanel, which appears to be something I have to pay for?  Can you do it without cPanel, or is there a free version of this I can use?

Cider, you don't have to have cPanel, any control panel would work. In case your hosting doesn't provide control panel you can set Cron using SSH. Those instructions might be useful for you http://www.thegeekstuff.com/2011/07/php-cron-job/ .
