Is there any such policies for mobile themes? Mobile screens will be smaller in size..

Same policies apply to items that have their own interface ( http://www.oxwall.org/license ; and http://docs.oxwall.org/dev:store:item-submission-guideline?s[]=store).
We will add smaller icons soon and you will be able to use them for mobile themes.
