OxWall does not send Push notifications.
I understand "Push notifications" that are sent to mobile phones from an APP, but the mobile version of OxWall is a web and not an APP, so OxWall cannot do this.
I bought a plugin that should do this but it never worked and the developer is still here and the nickname is changed from time to time. If they offer you a plugin that does this, ask in the forum if it is reliable.

Your best bet to get push notifications to be sent out to your users is with this plugin here:

If you plan to program this into your site yourself I cannot imagine it being an easy task and I am not sure the end result would be quite as seamless.
OneSignal allows for a high number of subscribed users upon their free plan and is easy to set up, definitely the best way to go.

Yes my plugin that Jamie posted will send push notifications to all browsers (apart from those on iOS at the moment as Apple have yet to implement it - but it is coming)
