I set a test account to have moderation power for forum. But moderator also have access to editing the entire forum which include to adding and deleting forums through the Customize This Page. I just want them to have power to sticky, lock and move threads. Is there a way to remove the "Customize This Page" for moderator on the forum page?

Making a moderator for a forum, gives all rights to that user in forums.
Its possible to remove "customize" by doing custom code edits.

sdfsdsfsd, it is possible. But, as Purusothaman said, this requires custom code modification. customize.php (ow_plugins/forum/controllers) is the file to start with.
