“Add Plugin” disappeared | Forum

Upgraded to 1.5.1 from 1.4, everything is fine except "Add Plugin" link and page disappeared from admin dashboard.

Thanks @cit27 for the clue, but the issue takes place in Admin Panel which I think shouldn't be a theme problem, and I'm using the default English language, there IS a "Add new plugin" string in the language pack as I searched. Thanks anyway!
