Ted, this is custom code modification. Unfortunately I can not give exact instructions how this can be done.
A good place to start modifying the code is add_message_form.php (ow_plugins/mailbox/classes).
Files which regulate editor within the WYSIWYG windows site wide are :
text_format_service.php ( ow_system_plugins/base/bol).
text_formatter.php (ow_system_plugins/base/components).
Check corresponding .html files as well:
text_formatter.html (ow_system_plugins/base/views/components).
text_f.html ( ow_system_plugins/base/views/components).
