Limit the Number of UserGroup | Forum

If Admin allow the users to create groups.... is it possible to limit the number of groups that can be created by the users? and how?

Example:
The number of Groups can be created by:
#Free Member is 3
#Premium Member is 6
#Super Premium is unlimited Groups

The answer is definitely possible with a custom modification...but between oxwall users may want this feature and do not know how to edit the custom modification
