I have searched the forums but can't seem to find a definitive answer: Can I delegate permissions to certain members to post to the blog? I only want a handful of members to be able to post in the blog.
Is that possible?

Yes.
1) Create a new user role.
2) Assign those required members to this new role.
3) Enable blog posting for this new user role and disable for the rest of the user roles.
