Your question was "Is there a way to set the maximum number of members that can sign up to an event? " and the answer was "No".
As usual, anything is possible by custom code changes.

Graham Bygrave, currently "Events" plugin doesn't have this feature.
You can suggest it to UserVoice or customize the code yourself.
Unfortunately I can not give exact instructions where and how this can be done, sine writing this kind of documentation will take as much time and effort as actually doing this modification.
