Which menus do you mean?

You can change the wording from "Add New" to "Go To" in admin panel>>settings>>languages.
Test key you are looking for is: Add New{text key='admin+sidebar_menu_plugins_add'}.

That would not change the function would it? I want the menu to take them to the area not have them add a new group or whatever.
