The plugin cron automatically runs for every 24 have hours. if it has not ran then there is some problem with for site cron.

There should be some way to make it run manually.  

Yes, that possible. But it's not preferable as almost all hosting providers does not encourage servers for backup purpose. So its good to have only 1 backup. If its manual, people tend to use it often. I know a client whose account got suspended for this reason.

What time is it set to run?   I would like for mine to run like at 4:30 or 5:30 in the morning.

Actually that would not work as oxwall cron time can not be predicted. They run based on number of minutes and not exactly by a time.

Its the basic of the oxwall cron and it triggers all the crons related to plugins.
