Simple answer is moderators shouldnt be having full ftp access.
If this is to facilitate site fixes and maintenance then it should surely be a trusted person so knowing the passwords should not be an issue.

This is more a server configuration than an Oxwall bug. You can possibly configure your ftp server to deny access to certain folders to certain users. Contact your host for that info.

Agreed with Michael. Make you hosting policy more security and deny access for all except you and your team
