on my home page i have just provided Join tab. once user join, he can see all the other tabs. now if i don't sign in and i change url in browser (http://www.example.com/index or http://www.example.com/users) i can see all the contents of the website.

I gone through the documents but didn't find any useful information on this.

can anybody please share their views on this or i am missing something.

Samir if you would like guest user to register before seeing your site you will need to have "Guests can view the site" set to "No" in admin panel>>privacy&permissions>>global privacy.

If you want guest users to see only certain items on your site you will need to use user roles and permissions. Go to admin panel>>privacy&permissions>>roles>>set what guest users can/can't see.
This will work for things like links, forums, blogs. BUT won't work for /users URL, since you can restrict guest user from seeing particular user profiles only. "Roles" can't restrict guest user from seeing user lists located under /users URL ( online, latest and etc).
