you should be able to do it from your admin area appearence add theme, you can upload a theme from there

Bought the theme and I can not install,but they say to install on cpnel ow....

Go the Oxwall Store/My purchases , there will be a link to download the theme.
After that go to your admin panel/Appearance/add new theme/ upload . If that doesn't work, please provide us with screenshots of the steps taken

assuming the themes upload the same as a plug in i upload the whole folder i never extract the files from it
