I was going through today and realized that this plugin allows any user to use any other members photo as their profile picture

Check with the settings of plugin.
As plugin description says..
Users can make any uploaded photo as their profile picture with a single click. Photo plugin required. Works only with Oxwall 1.5 version. Admin settings to restrict usage by non-owner of the photo
