If a member is hiding their friends list because they don't want the list to be visible to other members, is there another way for the member to see who their friends are?

The only way i can think of is that if you look at one of their friends profiles, it will show them as a friend.

Would it be safe to give the member their own Friends list URL?
Like http://www.yourweb.com/friends/user/yourusername
Or could they simply change the usernames in the URL to find out other people's friends?

Yes they could do that, your really IMO better off leaving the friend permission to the user and making sure you put a valid disclaimer that covers you in your TOS. That way its on them to set their permissions. If someone chooses to let others see their friends list you cannot allow yourself to be responsible for "chain link" relationships and who sees who.
