Is it possible to change the default start and endtimes of an event? I can only select full and half hours now.

Yes, that's what I mean. I can't find how to change this. It's not possible to enter a time manually. I can only select it from a drop-down-list.

Not that i know of, the best way is for example if something starts at 2:34 hours, put the time of the event as 2:30 hours and then in the text description tell people i will start at 2:34 hours.
That is probably the best you can do without changing the core file for event.
