mine says the same thing as yours but try replacing it to see if it is because of spaces mb_internal_encoding('UTF-8'); that's what my line 35 says copy mine and replace yours with it

Giuseppe, when you enabled debug and dev modes. did you get any errors? please send us the screenshot.
