That is Only the site admin can create topic.
you can create a separate user role for an admin with all actions and remove the action create/edit topics for members, there button "New Topic" will be displayed to all, but if a member click on it, he gets the message: "You can't view this page due to limited permissions"
as to your second question, this is considered as a custom code modification

you can create new user role here: www.yourdomain.com/admin/users/roles , after that go to this section: www.yourdomain.com/admin/permissions/roles and assign the necessary actions to a certain user role
