I've solved this by removing:
<tr class="ow_tr_first"> <td class="ow_label" style="width: 15%">{text key='virtualgifts+message'}</td> <td class="ow_value">{input name='message' class='ow_gift_message_area'}</td></tr>
from the send_gift.html

It's a hack solution. Finial solution should be from you with proper integration into the Roles, so permissions can be granted.
