Well, you can create a separate role for the admin and assign these actions to admin only:
comment links
add links
the content owner can delete links
view links
and disable this action for a certain user role
also you can disable the Link menu item for guest/registered members as well.
As to making so that the members are not able to post links in blogs, forums and messages is considered as a custom code modification

Im not installing link plugins.
