Is very important to receive report/compaint from user to MODERATOR also, not only admin can receive the report , Give moderators to have the right to receive any report from user so the moderators can suspend or delete account of violator user reported by another user,
We have trusted moderator , we don't want to assign them as admin because we don't want to edit our admin dashboard, the power of moderator is to suspend and delete user etc. from website so its better your plugin have the option to select/choose admin or moderator / admin and moderator who can receive report from user
