Please anyone, how do i change the text at the top of the home page.

It says: WELCOME TO OUR COMMUNITY WEBSITE, Join us now, it's fast free and easy.

I have tried going to admin-settings- languages and seached for it but it doesn't come up. I also want to put a logo on it with words and i have no idea what i am doing.
