Joseph, as suggested by Ross, you need to check your database. And to find the "ow_base_plugin" table you need to use PhpMyAdmin and not the file manager. In your control panel the icon for PhpMyAdmin is located in "Databases" section:

its already set to be 1 ....what else might be causing the problem?

The one Aliya sent me looks the same ..but i still cant figure what is the problem to my site.Still no help so far :(

here is another sample image.   you open your phpmyadmin just like allia said and then when you have the ow_base_plugin table open like you did before you scroll down until you see groups under the title header.  It may be on the first page or second pay or whatever you can change pages in the table using the drop down menu on the bottom or top.  


Mine here was on the first page about 9 rows down.    So find your groups like what is in this image and make sure the column for the isActive is a 1.    It should look pretty much like mine but you will have a developer key and the build might be a dif number.
