I looked at this one time and if i remember the pagination is done well before the page is displayed somewhere in the core and i never could make it happen. It think its a static value that is formed in js someplace but im not 100% but again i never could make this happen. If you do discover something please share.

Guys, you can change this value via phpMyAdmin, go to the ow_base_config table and search for the photos_per_page config name.

Actually you can find this by searching for the users_count_on_page config name in ow_base_config, the other is for photos on the photos page.
