when users block another user that user can still see their profile and updates wow for a huge security gap!

When you block the user, you get the message related to the interaction. Which means he/she can't send you private message or comment your post in the newsfeed as well as IMing. It ahs nothing to do with the viewing profile. You may take advantage of the privacy plugin in this case and restrict to view your profile and your dashboard.

but what about users who wish to have a public profile so that other users can discover them and wish to only block people from seeing their newsfeed posts?

in this case, you set view my profile in the privacy plugin for everyone and set view my newsfeed to my friends
