this is a fresh default install
I tried to install twice and always show like the image I am attaching

I was missing 101 language keys on the default install and I updated them all with just .
but still getting the menu looking like this

Please go to your admin panel/languages and click on save this page button. It will clear the cache.

I tried that already with no luck I also made sure any empty language keys had something in them and then saved the language page several times refreshed everything, tried different browser etc.

That dump had what I was missing. Not sure why the default installation was missing these items you may want to update the default install or maybe I missed something?
I tried it twice with same result
But I thank you for the Lang Dump it worked!

Paul, can you please check whether you Gzip module installed on your server? also can you please provide us with some info - what OS you're using, whether the installation was successful without any problems during the process of installation, also how many missing values you have now in the available languages section.

I am on Apache Ubuntu Server your latest Language pack fixed the issue.
And everything is working now.
Not sure what happened maybe permissions issue on upload or something
