thats cuztomizing the user profile page but i want those removed itself so that when user is customizing cannot see them 

I dont want users to be able to use custom html and rss 

if you dont want any members to be able to customise their profiles you can do this from the admin area - pages and menus - user profile and uncheck  Allow users to customize this page
