By any chance does anyone know if there is a plugin that will allow you to upload various backgrounds and the plugin will display these random backgrounds at page load on the login page?

I don't even think you'd need a plugin for that. You can just upload images, and use a little bit of PHP on the sign in page to have random backgrounds display each time the page loads.
I'm not exactly sure of how to do it, but I'm sure it would have to involve the usage of creating a custom function that sets variables to the different backgrounds and then uses the rand() function ins PHP to choose and show them.
