CPU %: 10.0-20.0 is Moderate, 30.0 is High, higher than 50.0 is Unacceptable. This is the average percentage of a single server's CPU cores used by your account.
Memory %: 0.0-1.0 is Moderate, 2.0 is High, higher than 5.0 is Unacceptable. This is the average percentage of the entire server's Memory used by your account in that day.
MySQL Usage: 0.0-1.0 is Moderate, higher than 2.0 is Unacceptable. This is the average number of Mysql instances you were running at all specific seconds of that day.
More often than not, single spikes in usage are attributed to abuse by your visitors, resource-exhaustive web platforms, or plugins of those platforms.

TeamSince ow_cron/run.php process is among the top highest usage processes, try changing the timing Cron runs from one minute to, for example, once in 10 minutes. This, of course, will effect several cron related features within Oxwall ( ex. mailing), but you will have to deal with this, unless you move to VPS, as suggested by Arvixe.
There is not much we can help you with here. Your site has grown out of "shared-hosting" stage, which is good and it is really time to move one level up. =)

TeamIf you don't want to move to VPS you will have to do a lot of optimizations. I really don't think that it worth it. With so much users you will have to move to VPS eventually.

Easy ways to reduce resource usage are listed below. It may vary
depending on the specific resource your account is abusing. Not all
fixes may apply to your case so please contact your developer and
discuss entire content of this email.
i- Optimizing databases via cPanel/phpMyAdmin can help. For further fine
tuning, you have to contact a MySQL specialist or your developer.
ii- Enabling caching on your site pages. This can vary with scripts, and
you will have to check with your developer regarding this.
iii- Enable cloudflare on your site -- http://blog.arvixe.com/how-to-setup-cloudflare-on-your-arvixe-account/.
iv- Remove extra data from folders and reduce page size overall by compressing/resizing images and minifying active content.
