in the fresh install of 1.2.4 does it include the updated newsfeed? 
I get a 403 Error page when I try and post a video.

Yes, it does. If you have 403 forbidden error, then you have to check your apache error logs about this error and find out an exact reason of this error. (Typically this error is caused by mod_security module in apache)
