on setting a second user roll up and permissions worked 

adding profile questions for that user roll in admin works 

but a user on that roll can not see the questions on profile edit
set the question to be for default and new roll users can see it but 
it does not work drop down question not work yes no question not work 

it is not writing the values for the questions when select the question for the second roll
