I had this exact issue. It was a plugin conflict. Once I found the plugin causing the issue and deactivated it, all admin side changes stopped disappearing / reverting to their previous states.

its maybe the newsfeed location tags if you have that installed try uninstalling it but im not quite sure.

I mean I fixed my issue already. It was a plugin. I figured out which one and disabled it. My settings are saving fine now. Your issue may also be a plugin. I went and disabled each plugin individually to figure out which one it was. There might be an easier way, but you may need to do the same to find out if it is or is not a plugin causing your issue (the plugin causing my issue was the speed enhancer plugin fyi).
