If not, why you need the Japanese language pack?
Unfortunately, the situation of Japanese environment is discouraging in 1.7.0.
See /forum/topic/24053 and /forum/topic/24050.
New developers do not seem to emphasis the environment of multi-language.
I think in this state, Japanese site in oxwall can not be expected. It's dangerous.
Effort of my six months I might not rewarded.

I am not Japanese but I run a site with an emphasis on being global. To not have a Japanese language pack (even at least partially completed) would be ignoring a big sector of my audience.
