Can anyone tell me how can a member or admin change their account type? thanks if you can help.

what will change ?
in standard installation is in the User-Dashboard two Links for change profile or the profile-logo (same Links are in the Welcome mail after registration)

If you are talking about account type, the only solution is to modify DB ..
