The issue is related to the userreferral plugin or something like that, disable it and contact plugin developer to resolve the issue.

The screenshot you provided shows two errors with Userreferral plugin and mytags plugin. Have you disabled them? No need to put them back, definitely they are not compatible with 1.7.1. 


As soon as you disable them, enable dev mode and refresh the website, clear the cache of your browser. Please, do that on the default theme of course.
