Sound like you are edit files if you do u need clear cashe u should edit css in admin themes edit css

Don't 4get 2 make sure you got define('OW_DEV_MODE', false); set to "TRUE" in config file.

In order not to loose your changes or new styles you apply you should do that via Theme Customizer as Tammy said.
