There was a problem with ArrowChat displaying avatars on directories of two or more deep. This issue has not been fixed, please re-download the plugin and replace the arrowchat/includes/functions_receive.php file.

the files that the download link generates has no file extension
There was someone else who said this as well. It is working on my end, so I'm not sure what is causing that. You may want to try re-downloading.
