I've got backup from all the files and db and i wanna put it on the new server,but languages pack doesn't work well and it show me the errors. Also users doesn't work good. i only have restored the database.Is there any solution for only restoring languages and users?

Seems you saved your softsql.sql improper,,, maybe.
Export Tab then Export Method
Tick "Custom - display all possible options"
Table(s): click "Select All"
Output: Tick "Save output to a file"
Format: SQL
(If you have a large database, just to be safe)
Data creation options:
Maximal length of created query - 50000
