I'm sorry I don't understand, do you want your site to be in another language (Arabic for example?) If yes, you need to import arabic language pack on your website. Language pack can be found here: http://www.oxwall.org/forum/47
Import can be done in the admin panel/language section: www.yoursite.com/admin/languages/mod/
Then drag and drop your language instead of English (default) language:
if it's not what you're looking for, please elaborate your request.

thanks for answering .. yes i mean arabic language .. i know how to translate oxwall and i'll do that manually cause the translation in your forum ((so badly)) :( i mean user register user name cuase oxwall don't support other language .. exception the Latin alphabet .. please help

Oh, this is a custom code modification. Because usernames are used in the urls and other parts of the software.
