Because I think your asking to do something to the code and that would be considered a "custom mod".

I think he want some features that Photo carousel plugin can show three kinds of photo list on Index page. LATEST PHOTO & TOP RATED PHOTO & FEATURED PHOTO

Default photo carousel only have one widget. so you can only select one of three functions which are Latest, Top Rated and Featured photo. He want to have three photo carousel widgets on Index page. so he can setup three of them.
