Hello, i have a idea for my website. I looking for someone who can build that system for me.

I like that members can upload images and can say, its for free and all can see it or i like 1-10 Stars (credits) , that members can see this photo.

A member who likes see this Photo must pay Stars to the member who has uploaded this Photo. The uploader get the stars!

Than i need a system, that members can buy, pay or selling stars.

I can only Css, so someone is here who can build it for me, answer me please or write me a mail here.
