I know how to edit the maintenance page from the admin panel and the lang file from the ADMIN area. BUT IT SAYS IT ALLOWS HTmL thats full of shit because when i submit my page with HTML it goes to a 404 error. So i wanna know what file it is so i can do it manually !!!

Don't forget when you are editing .html file you must clear site's cache by enabling DEV mode in config.php when you are ready to check whether changes got applied.
And don't forget to disable DEV mode once you are done testing your changes.
