Why can't you change? You don't have access or what? If you don't have access then you will need to contact your hosting provider with the instructions provided by james: http://www.oxwall.org/forum/topic/35571?page=2#post-145950 and request to assist you with that

For security reasons, change the php.ini is prohibited. The Oxwall script must be changed. If any of you help comes, we will change the script. I am slowly heartbroken.

Then you need to change providers, i have never heard of locking a php.ini before. You must be on some kind of free or really really cheap hosting.
Find a new host...

the fault lies with Oxwall .
German servers have a different security setting.

If you cannot change it on your own contact your provider to assist you wtih that otherwise you need to change your hosting provider.
