I want to place the menu directly on the site panel, and not having it hidden in the scroll down box.

clickable menu is a theme idea .
if you want to put the full menu to site panel you should to do it via css knowledge

do you mean that want toggle main menu to be appear not toggled ?
if yes, it can done with css, if you have css knowledge
