Let's say I want to make a theme but by using the a modern CSS framework...

What CSS framework are you reffering to, like Bootstrap? If so, that it is impossible due to the structure of Oxwall software, it will require code changes in the core of the software and plugins as well, if not, please specify.

Ah my bad - don't know much about the backend of Oxwall. Yes I just mean something that had a more modern look and feel. What particularly would one have to change with the plugins and core?

What would be the next best way of making a theme that mimics libraries like Minimalize and Ionic? Oxwall is well built, but aesthetically it seems a bit dated Imo

Ex. imagine a social network website that looks like this: http://purecss.io/menus/

That depends on the final idea of your design, you can do a lot with pure css changes, but in the meantime I can't tell you for sure which part of the code you need to change

The best way, I believe is to start with the css, as I noted above you can do many things by tweaking/adding css styles, As to the libraries you mentioned, I'm not quite sure how the look, which is why I can't give precise answer as well

You can take a look at out tutorial: https://docs.oxwall.org/...themes-for-beginners to get the initial idea how to proceed
