are you looking for base plugins or what? if you seek base plugins its located in ow_system_plugins

no no, its in reference to my other post. http://www.oxwall.org/forum/topic/3871
i still havent found where to change it at. It says to look in the "http://community.willowshack.com/base" but im not seeing a base folder.

'base' is not actually an existing folder. This folder is handled by mod_rewrite and you are most probably looking for base.css file which is located in ow_themes/current_theme/ folder.
